Vance Schuemann founded Appian Consulting LLC to advise and represent clients on a broad array of policy issues before Congress, the Executive branch, and federal agencies. While Vance has often focused on legislative and regulatory issues affecting the media, telecommunications, and technology industries, he also has experience handling diverse legislative and regulatory matters involving issues related to energy, the environment, cybersecurity, privacy, financial services, intellectual property, patents, tax, and trade. Vance started his career assisting clients with the implementation of the Telecommunications Act of 1996, and he has been involved in many major legislative and regulatory efforts impacting the media, telecommunications, and technology industries.

 

Before he created Appian Consulting LLC, Vance was the Senior Public Policy Advisor at Telecommunications Law Professionals PLLC, and he was responsible for the firm's legislative practice. Among other things, he devised the strategy and spearheaded the lobbying efforts related to spectrum auction legislation and increasing pressure to clear additional federal spectrum for mobile broadband consumers in order to alleviate the “spectrum crunch.”

 

Prior to joining TLP in 2011, Vance spent nearly a decade at the leading international law firm of Paul Hastings LLP, where he was involved in a broad array of regulatory and legislative matters. Before that, he worked six years at Verner, Liipfert, Bernhard, McPherson & Hand, Chartered (now DLA Piper), which was then the top law and lobbying firm in Washington.  At those firms, Vance Schuemann honed his policy and political skills and gained valuable experience assisting in the successful representation of clients in legislative and regulatory matters while working along side former Presidential candidates, Governors, Senate Majority Leaders, Senators, Members of Congress, key House and Senate Committee and Leadership staff, White House staff, senior Federal regulatory agency officials and staff, trade negotiators, foreign service and military officers, and top lawyers and lobbyists. Other former colleagues of his now hold key policymaking positions in Congress, with the Administration, and throughout the private sector.

 

With his depth of experience and respect for the lessons of history, Vance Schuemann and Appian Consulting serve clients with a substantial knowledge of the political dynamics, rules, and procedures that shape legislation and regulations, and by being engaged in all phases of the law and policymaking process, including: identifying emerging issues and opportunities; developing and implementing strategies; lobbying Congress, the Executive branch, federal agencies and staff; conducting research; monitoring and analyzing legislation; and drafting legislation, testimony, statements, comments in rulemaking proceedings, and other advocacy documents.

 

In addition to his working knowledge of the FCC's regulations in general, Vance Schuemann is an expert in spectrum allocation issues and the related licensing process. For over a decade, he was responsible for obtaining spectrum authorizations and assignments for various communications, radar, satellite, and other technologies developed and manufactured by a leading defense contractor.

 

Vance Schuemann also has the experience and knowledge gained from working on numerous election campaigns as a volunteer. 
 
Vance Schuemann received his undergraduate degree in history from The Ohio State University and attended graduate school in government (political science) at Harvard University. He lives in Alexandria, Virginia, with his wife and twin daughters.
